Based on government regulations, guests bound for Bacolod are advised of the following guidelines.

NEGROS OCCIDENTAL, except Bacolod City
For Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector:
- Fully Vaccinated:
- Verifiable Vaccination Card – any of the following shall be honored:
- COVID-19 Domestic Vaccination Card issued by a legitimate vaccinating establishment
- Negros Occidental Provincial MIS Vaccination Card
- Official Department of Health Vaccination Certificate with QR code
- Verifiable Vaccination Card – any of the following shall be honored:
- Unvaccinated / Partially Vaccinated:
- Approved Travel Pass-Through Permit (TPP) from S-PaSS.
- Rapid Antigen test to be conducted upon arrival. The Province accepts a non-reactive Rapid Antigen Test, valid for 48 hours from date of test, and conducted in a DOH-accredited facility.
Minors who are 11 years old and below are required to submit an approved Travel Pass-Through Permit (TPP) from S-PaSS only. COVID-19 test is not required, as long as they’re accompanied by adults with complete travel requirements.
For Authorized Persons Outside Residence (APOR) from the government:
- Valid ID issued by their respective government agency
- Original / Certified True Copy of Travel Authority / Travel Order issued by the Department Secretary or his/her designated official
- Pass symptoms checking upon arrival
BACOLOD CITY ONLY
All guests bound for Bacolod City are required to present the following documents upon check-in:
For Returning Residents, Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector, and Tourists:
- Vaccination Card – for fully vaccinated guests only
- Negative Rapid Antigen test result, certified by the DOH-accredited laboratory, conducted within 48 hours before boarding – for unvaccinated or partially vaccinated guests only

Caticlan (Boracay) Airport will accept Returning Residents / Locally Stranded Individuals (LSI), Authorized Persons Outside Residence (APOR), and Returning Overseas Filipinos (ROF), together with Tourists from areas under General Community Quarantine (GCQ).
Please present the following documents upon check-in, to be accepted for flight**:**
For Tourists:
- Please fill up the Online Health Declaration Card (OHDC) at least 24 hours before the flight via https://touristboracay.com and register as “Tourist”. Save a printed/digital copy of the QR code.This is required, even for infants.
- Proof of full vaccination. Please submit any of the following documents:
- VaxCertPH Covid-19 Vaccination Certificate
- Locally-issued Vaccination card/ID with verifiable QR code or contact details of the vaccination center
- World Health Organization International Certificates of Vaccination and Prophylaxis
- Vaccination Card or Vaccination Certificate issued Abroad
- Unvaccinated or partially vaccinated tourists may submit a Negative RT-PCR (swab / saliva) test result, conducted within 72 hours before travel. Test must be done by a DOH-accredited testing center.

Authorized Persons Outside Residence (APOR) from national government agencies are only required to present their valid ID issued by their government agency and the original or certified true copy of the Travel Order.
Leisure travel is not allowed in Cagayan de Oro City.
Guests bound for cities and municipalities outside Cagayan de Oro City and within the Province of Misamis Oriental, and in Lanao del Norte or Lanao del Sur, are only required to register in S-PaSS and StaySafe.Ph only, whereas Iligan City and Bukidnon only require S-PaSS. Please coordinate directly with the local government units.

Based on government regulations, guests bound for Cebu must present the following travel requirements upon check-in:
For fully vaccinated guests:

For unvaccinated / partially vaccinated guests:
- Mandaue City / Cebu City: Negative RT-PCR test result, taken within seventy-two (72) hours before flight and/or negative Antigen test result, taken within forty-eight (48) hours before flight.
- Cebu Province: Medical certificate certifying that they do not exhibit symptoms of COVID-19 at the point of origin. The medical certificate should be issued within twenty-four (24) hours before arrival in Cebu.
There are no requirements for guests bound for Lapu-Lapu City only.
Effective January 16, 2022 to June 30, 2022 – All domestic departures will be from Mactan International Airport Terminal 2.

The City of Dipolog requires guests to present the following documents upon check-in:
For fully vaccinated guests:
- Vaccination Card
- ID with photo
- Declaration Form (provided in origin station)
- Registration to StaySafe.ph app (can be completed upon arrival)
- Negative Antigen test result, dated at least three (3) days prior to travel – only required for guests coming from areas under Alert Level 4 and 5. Children who are 11 years old and below are exempted from this requirement, as long as their adult companions are fully vaccinated or can present a negative RT-PCR / Antigen test result.
For unvaccinated / partially vaccinated guests:
- Negative Antigen test result, dated at least five (5) days prior to travel
- ID with photo
- Approved Travel Coordination Permit (TCP) from S-PaSS or Letter of Acceptance from LGU of destination
- Declaration Form (provided in origin station)
- Registration to StaySafe.ph app (can be completed upon arrival)
Partially vaccinated and unvaccinated guests who are uncoordinated must quarantine for five (5) days upon arrival. Children who are 11 years old and below shall follow the quarantine period of their accompanying parents / guardians.

For transiting passengers:

The National Capital Region is placed under COVID-19 Alert Level 1, wherein intrazonal and interzonal travel is allowed. There are no requirements needed to enter Manila.
Travel Requirements to Marinduque

For guests flying from Manila to Marinduque, please present the following documents to be accepted for flight:
For Locally Stranded Individuals (LSI):
- Travel Coordination Permit (TCP) from the Office of the Governor
- Vaccination Card
- Valid ID
For Authorized Persons Outside Residence (APOR) from the Private Sector:
- Fully Vaccinated
- Travel Coordination Permit (TCP)
- Vaccination Card
- Unvaccinated / Partially Vaccinated:
- Negative RT-PCR / Antigen test result. The test may be done via swab or saliva method, and will remain valid for up to one (1) month from the test.
For Authorized Persons Outside Residence (APOR) from national government agencies:

For Repatriated OFWs and Returning Overseas Filipinos (ROF):

Tourists and non-residents of the Province of Marinduque are not allowed to enter the province until November 30, 2021.
All arriving guests will be subject to health assessment upon arrival, and may be denied entry or placed under quarantine if found to have symptoms.

All guests bound for Masbate are required to present the S-PaSS QR code, valid for fifteen (15) days from approval, to be accepted for flight. Note that lead time for S-Pass approvals is forty-eight (48) hours and that there are no exemptions to the requirements.
Tourists are not allowed in the Province of Masbate.

Present the following documents upon check-in:
For fully vaccinated guests:
- Vaccination Card
- Valid government-issued ID
An individual is considered fully vaccinated if it has been at least two (2) weeks since the last required dose and if the vaccine administered is included in the Emergency Use Authorization (EUA) or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration or the Emergency Use Listing of the World Health Organization (WHO).
For partially vaccinated and unvaccinated guests:
- Negative Antigen test result, taken within seventy-two (72) hours prior to departure or boarding
- Valid government-issued ID
Asymptomatic children who are six (6) years old and below are exempted from presenting a negative Antigen test, provided that the parents/guardians present the child’s proof of identify and age (i.e., birth certificate, passport).
